Rigger Levels, Roles, and Authority
What NCCCO Rigger Level I and Level II each certify you to do, and where the rigger sits in the lift team.
Level I vs Level II
NCCCO certifies riggers at two levels.
• RIGGER LEVEL I — performs routine, repetitive rigging where the rigging has already been selected and specified for the lift. A Level I rigger inspects the gear, attaches and detaches the load, uses hand signals, and recognizes unsafe conditions. • RIGGER LEVEL II — does everything Level I does, and additionally SELECTS the rigging. That means estimating load weight, determining the center of gravity, calculating sling tension for the angle in use, reading capacity tables, and choosing hitches and hardware.
The practical difference is decision authority. Level I follows a rigging plan. Level II builds one.
The Lift Team
A lift involves distinct roles that OSHA 1926 Subpart CC treats separately:
• OPERATOR — runs the crane and is responsible for safe operation of the machine. • RIGGER — attaches and detaches the load and selects or verifies the rigging. • SIGNALPERSON — directs the operator when the operator cannot see the load or the landing area. • LIFT DIRECTOR / SUPERVISOR — has overall responsibility for the lift.
One person can hold more than one qualification, but the responsibilities do not merge. A STOP signal must be obeyed no matter who gives it.
Qualified vs Certified
OSHA requires riggers to be QUALIFIED. Qualification is the employer's determination that a person has the knowledge, training and experience to do the rigging work in front of them.
CERTIFICATION — an NCCCO card, for example — is third-party evidence that supports qualification. It is not automatically the same thing. An employer can still be required to show that a certified rigger is qualified for the specific task, and a certification does not authorize work beyond what the card covers.

- The person with overall responsibility for planning and directing the lift.
- Level II rigger
- A rigger certified to select rigging — estimate weight, find the center of gravity, calculate sling loads and choose hardware.
💡 Exam Tips
- ▸If a question turns on who SELECTED the rigging, it is testing the Level I / Level II boundary.
- ▸A stop signal is obeyed regardless of source — this shows up on nearly every NCCCO written exam.
- ▸'Qualified' is an employer determination; 'certified' is a third-party card. Do not treat them as synonyms.
