Every crane on a construction site has to be put together before it lifts anything and taken apart before it leaves. That window — assembly and disassembly, "A/D" in the trade — is where some of the most serious crane incidents happen: a boom section that swings free, an outrigger on soft ground, a pin pulled in the wrong order. OSHA wrote an entire block of Subpart CC around it, and the NCCCO written exam tests it because a certified operator who does not understand A/D is a liability the moment the truck arrives on site. NCCCO — the National Commission for the Certification of Crane Operators — is the credential OSHA has required for crane operators on construction sites since the November 2018 enforcement date. The A/D Director: OSHA 1926.1404

The single most tested A/D concept is the A/D director. OSHA 1926.1404 requires that assembly and disassembly be supervised by a person who meets the criteria for BOTH a competent person and a qualified person — or by a competent person who is assisted by one or more qualified persons. That combined role is the A/D director. Know the two terms cold, because the exam leans on the distinction. A competent person can identify existing and predictable hazards and has authorization to take prompt corrective action. A qualified person has a recognized degree, certificate, or professional standing — or extensive knowledge and experience — that lets them solve problems related to the work. When only one person performs the A/D operation, that person must satisfy both definitions and is considered the A/D director by default. The director does not have to personally touch every pin, but they must understand the manufacturer's procedures being used, review them with the crew, and be responsible for addressing the hazards. A favorite exam item asks who is responsible when the A/D director is also running the crew — the answer is that the responsibilities do not disappear; one person carries both. The director's specific duties under 1926.1404 include making sure the crew understands their tasks and the hazards, that they are told to stop and get direction whenever they are unsure, and that the crane is not used until assembly is complete and any deficiencies are corrected.

Load Chart and Capacity Awareness During A/D

A/D is not separate from the load chart — it depends on it. Assist cranes used to lift boom sections or counterweights must be operated within their own rated capacity, read off their own load chart, exactly as they would be for any pick. The A/D director is required to verify assist-crane loads: the weight of a boom section or a counterweight slab is a real load, and picking it blind is how assist cranes tip. This is why setup questions bleed into load-chart questions. Before the main crane ever makes a working lift, its configuration — counterweight installed, outriggers set, boom assembled — determines which column of the load chart applies. Assemble the crane in one configuration and try to read capacity from another and every number is wrong. Center of gravity — as sections are added or removed, the crane's balance shifts, and a partially assembled crane can be far less stable than a working one. And capacity of the components — lifting lugs, slings, and the assist rigging all have limits that must be respected. Blocking, Cribbing, and Ground Conditions

Ground and support are the physical heart of A/D, and they generate a lot of exam questions. OSHA 1926.1402 requires that the equipment be assembled and used on firm, drained, and graded ground sufficient to support it, with supporting materials — blocking, cribbing, mats, or outrigger pads — as needed. The A/D director addresses ground bearing conditions and the specifications of blocking material as part of the operation. A few ideas the exam rewards: blocking must be rated for the load and the surface — cribbing spreads the load over a larger area to keep ground bearing pressure below what the soil can take, and undersized or damaged cribbing is a setup failure, not a detail. Outrigger and stabilizer pads must be firmly supported; a pad on a manhole cover, a buried void, or a slope is a classic failure the exam will describe. Assist-crane ground conditions matter just as much as the main crane's, because the assist crane can tip during assembly if it is set on bad ground. And the A/D director is responsible for the positioning of employees so that no one is exposed to unintended movement or collapse during the operation. The 2018 enforcement of certification did not change these physical rules — it added a trained, credentialed operator on top of them.

Employer vs. Manufacturer Procedures: 1926.1406

OSHA 1926.1406 covers a subtlety worth a question or two: A/D must follow the manufacturer's procedures when they are available. An employer may use its own procedures ONLY when manufacturer procedures are unavailable, and those employer procedures must be developed by a qualified person and must, at minimum, prevent unintended dangerous movement and collapse, provide adequate support and stability of all parts of the equipment, and position employees to minimize their exposure. The exam wants you to know the default is the manufacturer's procedures — employer procedures are the exception, not a free choice. When a question describes a crew improvising an assembly sequence that is not in the manual, and manufacturer procedures exist, that is a violation regardless of how experienced the crew is.

Common A/D Mistakes That Cost You Questions

Five errors show up again and again. First, confusing competent and qualified person — they are different definitions, and the A/D director needs both (or a competent person assisted by qualified persons); mixing them up is the most common miss. Second, assuming the operator is automatically the A/D director — being NCCCO-certified to operate does not by itself make you the A/D director, because the director role is defined by the competent and qualified criteria. Third, ignoring the assist crane's load chart — boom sections and counterweights are real loads and must be picked within the assist crane's rated capacity. Fourth, treating ground conditions as someone else's job — firm, drained, graded ground and proper blocking are A/D-director responsibilities under Subpart CC. Fifth, picking employer procedures over manufacturer procedures — manufacturer procedures win whenever they exist. Every one of these is a reasoning error, not a memorization gap, which is exactly why drilling explanations beats rereading the standard.
