Why Hoisting Personnel Is the Last Resort

OSHA's default position is blunt: cranes hoist loads, not people. 29 CFR 1926.1431(a) prohibits using equipment covered by Subpart CC to hoist employees except when conventional means of reaching the work area — a ladder, stairway, aerial lift, elevating work platform, or scaffold — would be more hazardous, or when reaching the worksite by those means is not possible because of the structural design or worksite conditions. That framing matters for the written exam. Personnel hoisting questions are almost never "what is a personnel platform" definitions. They are scenario questions, and the most common wrong answer is some version of "hoisting personnel is allowed whenever it is faster or more convenient." It never is. The exception exists for situations where the safer option is the crane — a bridge pier over water, a stack interior with no scaffold access — not for schedule pressure. Since OSHA's certification mandate took effect on November 10, 2018, every one of the more than 80,000 licensed crane operators in the US has been tested on Subpart CC, and 1926.1431 is one of its most heavily regulated sections. The 50 Percent Rule: Where the Load Chart Gets Cut in Half

Every crane lift starts with the load chart, and personnel lifts start with the chart cut in half. Under 1926.1431, the total weight of the loaded personnel platform — platform, occupants, tools, and materials — must not exceed 50 percent of the rated capacity for the radius and configuration of the equipment. The only exception is during proof testing. Work the deduction chain the way the exam presents it. Say the chart gives 12,400 lb at your working radius and configuration. Your personnel ceiling is 6,200 lb. Now build the load: a 1,400-lb platform, 350 lb of rigging below the hook, two workers at 220 lb each with harnesses and tools, and 400 lb of material comes to roughly 2,590 lb — comfortably inside the limit. But move the same lift out to a radius where the chart reads 4,800 lb and your ceiling drops to 2,400 lb, and the identical platform is now an illegal personnel lift. Two traps to drill. First, the 50 percent applies at every radius the platform passes through, not just the set-down point — if the lift path swings the boom out, check the chart at the worst radius. Second, the rigging between the hook and the platform counts against the total on most configurations, exactly as it does in standard capacity problems. Trial Lifts and the 125 Percent Proof Test

Before anyone steps aboard, 1926.1431 requires two separate verifications, and the exam tests whether you can keep them straight. The trial lift is a dry run: the unoccupied platform, loaded at least to the anticipated lift weight, is flown from ground level to each location where personnel will be hoisted. It must be performed immediately prior to each shift in which personnel will be hoisted, and repeated when the crane is moved and set up in a new location or the lift route is changed. Any condition found during the trial lift or the inspections that follow it that fails a requirement of the standard, or otherwise creates a safety hazard, must be corrected before hoisting personnel. The proof test is a strength check: at each jobsite, prior to hoisting employees, and after any repair or modification, the platform and rigging must be proof tested to 125 percent of the platform's rated capacity. The test load is evenly distributed, the platform is lowered by controlled load lowering, braked, and held suspended for a minimum of five minutes. After the test, a competent person inspects the platform and rigging to determine whether the test was passed. The proof test may be done concurrently with the trial lift. The rigging math is simple but frequently missed: a platform rated at 2,000 lb gets a 2,500-lb proof load. The classic distractor swaps in 125 percent of the crane's capacity — wrong. The proof test is about the platform and its rigging, and the number keys off the platform's rating.

Platform Design, Rigging, and Fall Protection

The platform itself has its own engineering floor. Excluding the guardrail system and personal fall arrest anchorages, it must be capable of supporting, without failure, its own weight and at least five times the maximum intended load. It needs a standard guardrail system, an inside grab rail, and access gates that do not swing outward and are equipped with a restraining device to prevent accidental opening. The platform must be conspicuously posted with a plate marking its weight and rated capacity, and occupants must keep all parts of the body inside during raising, lowering, and positioning. Fall protection is not optional aboard a suspended platform. Occupants must use a personal fall arrest system with a full body harness. When the platform is suspended from the hook and there is no adequate structure for attachment, the harness attaches to the lower load block or overhaul ball — or to a structural member within the platform designed for that purpose. The exam-ready detail: the attachment point is independent of simply standing inside a guardrailed basket. Rails contain you; the harness arrests you.

Anti-Two-Block, Controlled Lowering, and Staying at the Controls

Three equipment and operator rules from 1926.1431 show up repeatedly on both the written and practical sides of NCCCO testing. First, an anti-two-block device is mandatory. The device must automatically prevent damage and load failure from contact between the load block, overhaul ball, or similar component and the boom tip, at all points where two-blocking could occur. On a personnel lift, two-blocking does not just drop a load — it can shear the line holding people. Second, controlled load lowering: the load line hoist drum must have a system, other than the load line hoist brake, that regulates the lowering speed, and that system must be used when hoisting personnel. Free fall is prohibited. If a question pairs "personnel platform" with "free fall permitted under any condition," the answer is no. Third, the operator must remain at the controls at all times while the platform is occupied. No stepping off the rig, no handing off mid-lift. The Pre-Lift Meeting, Wind Limits, and How to Study This

Before the trial lift at each new location, a pre-lift meeting is required, attended by the operator, the signal person, the employees to be hoisted, and the person responsible for the task, to review the standard's requirements and the procedures to be followed. If new employees are assigned to the lift, the meeting repeats for them. Weather has a hard number here: when wind exceeds 20 mph at the personnel platform — or a lower figure if the manufacturer says so — a qualified person must determine whether it is safe to continue, and hoisting stops if it is not. Alongside indicated wind, watch for the standard's other stop conditions: ice, snow, fog, and electrical storms. Study this section the way it is tested.
